2 Governance
2.1 Each FDP Board will comprise representatives of all local football agencies.
2.2 Where no obvious candidate for the role of Chairman emerges, the FAI will work with the local agencies to identify a chairman.
2.3 Each local area will have distinct needs and this should be reflected in any invitations extended to additional / external agencies. In areas where Local Sports Partnerships (LSPs) are operational it may be appropriate to see the LSP Coordinator as a representative agent of all the statutory agencies involved in sport.
2.4 An induction programme for Board members will be facilitated by the FAI. A special intensive programme will be devised for the Chairman and each will be linked with a nearby Chairman in order to facilitate the establishment of a support network.
3 Programme Management – national rollout
3.1 In Phase 1 (2009) priority will be given to pilot areas and emerging partnerships. In Phase 2 (2010+), areas where Regional Centres are planned will be prioritised. The FDP should be operational in the area within 6 months of the opening of the Regional Development Centre. Phase 3 will be driven by open competition.

3.2 The exact jurisdiction for each FDP will be defined by the FAI as part of the National Rollout Plan. This delineation of each boundary will be part of a consultation process at national level.
3.3 The following list proposes areas of expertise, which may be availed of from FAI:
Governance / building effective leadership and the role of the Board;
Programming priorities / presentation on the outcomes of the FAI
Strategic Planning / facilitating a local planning process
Youth Development / the role of all FAI agencies in player development;
Facility / Grants Schemes / Finance accessing grants, advising on incentive programmes;
Anchoring / linking with community & relating to other members of the football family;
CSR / programming to play our part as a socially responsible organisation;
Communication / public relations / building a communication infrastructure (including website) to establish and maintain good relations with all local agencies.
4 Programme Management – local level
4.1 Resources will be made available to the FDP to employ a professional resource to assist in its priority development areas.
4.2 Investing in the strategic planning process for the future development of local football should be a priority for each FDP.
4.3 Once a suitable Draft is available, it should be ‘stress tested’ against national policy and shared with relevant FAI depts and affiliated associations. Each local plan must be in line with FAI priorities / programmes for all strands of the game. Likewise, the local perspective will influence matters such as resources required, sequencing of priorities etc.
4.4 Alongside the planning process, the FDP should identify a limited number of tasks / projects that it can drive to establish its credibility. The development and maintenance of a website to service the needs of all local agencies and to promote the sport in the area is an obvious example that has worked well in the pilot phase.
